1. Many "edtech" firms: how to choose who to licence? One-size-fits-all might not work.
2. Lots of government incentives and backing but how do firms operate within their locale and outside of it?
3. Market segmentation - previously good to concentrate on cities. What is current dynamic with increasing internet coverage in rural areas?
Process
1. Rights licence process must be repeatable and scalable.
2. Robust mechanism to make journey from introduction to licensing smooth.
3. Process and expectations must be transparent and cover the rights licence itself, guidance and recommendations for best practice
